MTerra Solar Empowers Communities Through Skills, Safety, and Livelihood Programs

Meralco PowerGen Corporation (MGEN), through its affiliate Terra Solar Philippines Inc. (MTerra Solar), remains steadfast in its commitment to deliver clean and reliable energy, while creating meaningful and positive impacts in the project’s host communities. Since the launch of its corporate social responsibility (CSR) initiatives earlier this year, MTerra Solar has made significant strides in uplifting the lives of residents in Nueva Ecija through skills development, community safety, and local livelihood support.

TERRAnsform: Building Skills and Careers for Locals

As of September 2025, the TERRAnsform program has successfully graduated all 630 scholars from the municipalities of Gapan City, Peñaranda, and General Tinio. This specialized job readiness training supports MTerra Solar by equipping locals with technical skills relevant to the project’s construction needs. Notably, almost 60% of graduates have already been absorbed by the project’s Engineering, Procurement, and Construction (EPC) contractors and subcontractors, with roles spanning Electrical Installation & Maintenance (EIM) and photovoltaic (PV) installation.

BrighTER: Illuminating Communities

MTerra Solar has installed 70 solar-powered streetlights across seven barangays in Nueva Ecija. This sustainable lighting solution enhances safety and visibility along approximately 2 kilometers of roadways, benefiting an estimated 30,000 residents. This not only provides sustainable lighting solutions but also aligns with MTerra Solar’s commitment to empowering communities through clean energy.

CarTER: Empowering Local Livelihoods

The CarTER initiative aims to empower local entrepreneurs by establishing community marketplaces within the project’s Phase 1 area. Five (5) marketplaces have been fully installed – supporting up to 32 local vendors and serving an estimated 11,000 workers at peak.

MTerra Solar – the world’s largest integrated solar photovoltaic (PV) and battery energy storage system (BESS) facility – remains on track in delivering 3,500 megawatts peak (MWp) of solar. As of 15 October, the overall progress for Phase 1 of MTerra Solar stands at 65 percent. The project spans 3,500 hectares – nearly the size of Pasig City – across the towns of Gapan, Peñaranda, General Tinio, and San Leonardo in Nueva Ecija, and San Miguel in Bulacan.

Once completed, it is expected to deliver 3,500 megawatts peak (MWp) of solar PV capacity, complemented by 4,500 megawatt-hours (MWh) of battery energy storage. This will provide clean power to approximately 2.4 million Filipino households and help avoid up to 4.3 million tons of carbon emissions each year – equivalent to taking more than 3 million gasoline-powered vehicles off the road.

Through these initiatives and its ongoing development, MGEN continues to advance its commitment to a more sustainable energy future for the Philippines.

Terra Solar Philippines Inc. (MTerra Solar) is the project company developing the MTerra Solar Project, set to be the world’s largest integrated solar and battery storage facility.
